CMS approved the State Plan amendment with Georgia’s Fair Rental Value System for property payments and an additional 1% Quality Incentive. This approval gives DCH the authority to adjust FY2010 rates to nursing facilities which were appropriate in 2009 legislative session.
Ten criteria will be used to determine the level of incentive reimbursement to individual providers. The comparison model has been built to utilize My InnerView Data and CMS data to optimize value for each stakeholder. More

For FRVS, DCH will be using the documentation due on December 31, 2009 to compute the property portion of the April 1, 2010 rate. They are in the process of reviewing the documentation that they have received and will replace the Dodge (or property rate currently being paid to your facility) with the FRVS rate. Audits of this documentation will be done, for the most part, during the regular audit cycle. Once the April 1st rates are computed, DCH will issue the revised rates for the first nine (9) months of FYE 6/30/10. If you have not submitted any documentation to DCH, you should submit it immediately if you wish to receive a Fair Rental Value System rate.
To qualify for a quality incentive adjustment equal to 2% of the Allowed Per Diem for Routine and Special Services, for the most recent calendar quarter, the facility must obtain a minimum of six (6) points in the following combination: Three (3) points must come from the clinical measures, one (1) point from the non-clinical measures, and two (2) points from either the clinical or non-clinical measures.
